Fingal focuses on Enterprise Renewal and Tourism.

Key figures from the tourism and hospitality sector will gather in the Bracken Court Hotel in Balbriggan next month, along with local businesses and community groups, to discuss a recovery plan for the local economy.

The initiative is hosted by Balbriggan Chamber of Commerce and Balbriggan Tourism and is backed by Fingal County Council, the Local Enterprise Offices (LEO) and Fáilte Ireland.

Emer O’Gorman – Director of Economic, Enterprise, Tourism & Cultural Development
Emer has been working in the local government sector since 1994. Emer joined Fingal County Council as Director of Economic, Enterprise, Tourism and Cultural Development in 2018. Prior to that Emer spent three years as a Director in Louth County Council with Corporate Services, HR, Environment and Cross Border Affairs as part of her brief, working in South Dublin County Council before that for 20 years. In her 26 years of local government experience Emer has delivered in the areas of Environment, Housing, Community and Enterprise, Economic Development, Corporate Services, HR, Procurement and Shared Services.

Key achievements delivered include working on the development of Grange Castle Business Park and attracting key clients to locate there. The delivery of a regional solution for local government on the achievement of the state’s climate change targets. Currently Emer is focused on the delivery of the Socio-Economic Strategy for Balbriggan, the development of a new business park in the County and the advancement of the Dublin-Belfast Economic Corridor in partnership with the 8 local authorities along the corridor and the University of Ulster and Dublin City University.

Oisín Geoghegan is the Head of Enterprise in Fingal.

Prior to the establishment of the Local Enterprise Offices in 2014, he served for 14 years as Chief Executive of the Fingal County Enterprise Board. A Master of Business Studies graduate of University College Dublin, Oisín previously held managerial positions in Export Sales and Marketing for Irish and Scandinavian industrial equipment manufacturers in food processing and engineering sectors.

Helen Cole – Dublin Region Manager, Failte Ireland

Helen Cole currently is a Manager with Fáilte Ireland’s Dublin Regional Brand Team. Helen and her teamwork across a number of projects, focusing on destination and product development in Dublin. Previous to her role in Fáilte Ireland, for over 17 years working in the industry, Helen has gained hands on experience of the wide spectrum of the tourism ecosystem from award winning Irish inbound tour operators to marketing the island of Ireland aboard via Tourism Ireland’s Canadian office.

Eilish Harrington – CEO of Fingal LEADER Partnership/ Dublin Rural LEADER.
Fingal LEADER Partnership was formed in 2008 with the amalgamation of Co-operation Fingal and Rural Dublin LEADER Company. In this time Fingal LEADER Partnership has delivered a wide range of European and National programmes such as LEADER 2007-2013, LCDP, TÚS Community Policing, FAS LTI Training, Jobs Club, Care & Repair, Youth Mental Health Programme, Friends of ADHD Programme, to great success.


Richard Molloy – Music Education Officer, IIMS Richard is a composer and educator who studies the intersection of acoustic instrumentation and audio technology. He holds a B.Ed in Primary Education from St. Patrick’s College Drumcondra, an MA in Music & Technology from the Cork School of Music, as well as a Postgraduate Certificate in Teaching & Learning in Higher Education and a PhD in Music Composition from University College Cork. He writes contemporary scores, programmes performance software, produces music in Ableton Live and tours nationally as a bassist & drummer. As a proponent of Universal Design for Learning, he aims to ensure that all the courses provided are accessible, multifaceted, and student-centred.


Chris Harmon – Finance Director of local agri-food business, Country Crest & Executive Committee
Member of Balbriggan Chamber of Commerce. Chris is a Fellow of the Chartered Association of Certified Accountants. A former President of Balbriggan Chamber of Commerce, he is currently the Chairperson of Fingal LEADER Partnership, the implementing partner of the Dublin Rural LEADER programme.

Luke Moriarty – Managing Director of Moriarty Group & Executive Committee Member of Balbriggan Chamber of Commerce. A leading retail and hospitality business, the family-owned Moriarty Group was established in 1987. Luke has a wealth of knowledge in the hospitality and retail sector and has held many chair and board positions over the years on many prominent industry committees.
